The issues of sovereignty among the states, data access, data jurisdiction, the growing threat of militarisation of cyberspace, the need for confidence building, capacity building to bridge the digital divide, cyber espionage, cyber weapons and applicability of international law in cyberspace are issues, that require concerted diplomatic attention.

राज्यों के मध्य संपुभुत्ता के मुद्दे, डेटा एक्सेस, डेटा अधिकारिता, साइबरस्पेस के सैन्यीकरण की बढ़ती हुई चुनौती, आत्मविश्वास निर्माण की आवश्यकता, डिजिटल अंतर को कम करने के लिए क्षमता निर्माण, साइबर जासूसी, साइबर हथियार और साइबरस्पेस में अंतर्राष्ट्रीय विधि की प्रयोजनीयता ऐसे मुद्दे हैं जिन पर राजनयिक दृष्टि से निरंतर ध्यान दिए जाने की आवश्यकता है।

7. This agreement confirms our shared commitment to the core principles of liberty, transparency, freedom of expression and the rule of law in cyberspace.

यह करार साइबर स्पे स में आजादी, पारदर्शिता, अभिव्यमक्ति की स्व्तंत्रता तथा कानून के शासन के प्रमुख सिद्धांतों के प्रति हमारी साझी बचनवद्धता की पुष्टि करता है।

उत्तरोत्तर अंतर्निर्भर हो रहे इस विश्व में हवाई, समुद्री, अंतरिक्ष एवं साइबर क्षेत्रों की सुरक्षा स्थिरता और इन क्षेत्रों तक पहुंच सभी राष्ट्रों की सुरक्षा और आर्थिक समृद्धि के लिए अत्यंत महत्वपूर्ण बन गया है।

10. * Affirming common objectives in international cyber fora, especially the application of international law to state behavior in cyberspace, the affirmation of norms of responsible state behavior, and the development of practical confidence-building measures.

* अंतरराष्ट्रीय साइबर मंचों पर आम उद्देश्यों की पुष्टि विशेष रूप से साइबर स्पेस में राज्य के व्यवहार के लिए अंतरराष्ट्रीय कानून का आवेदन, जिम्मेदार राज्य के व्यवहार के नियमों की अभिपुष्टि, और व्यावहारिक विश्वास बहाली के उपायों का विकास।

11. Cyberspace as a domain is an example where rigid hierarchies and structures go against the nature of the domain and the technology itself, which is best handled by small groups or individuals, often acting on their own.

एक अलग क्षेत्र के रूप में साइबर स्पेस का उल्लेख ऐसे उदाहरण के रूप में किया जा सकता है जिसमें कठोर अनुक्रम और ढांचा इस क्षेत्र के स्वरूप और स्वयं प्रौद्योगिकी की भावनाओं के विपरीत है, जिसका समाधान अक्सर अपनी ओर से कार्य करते हुए छोटे-छोटे गुटों अथवा व्यक्तियों द्वारा सर्वोत्तम तरीके से किया जाता है।

12. (v) Need to ensure security of the cyberspace and institutionalize safeguards against misuse for the protection of Internet users, and at the same time also ensure the free flow and access to information essential to a democratic society.

v. साइबर स्पेस की सुरक्षा सुनिश्चित करने तथा इंटरनेट प्रयोक्ताओं के संरक्षण के लिए दुरूपयोग के विरूद्ध सुरक्षोपायों को अंतर्राष्ट्रीय बनाने की आवश्यकता और साथ ही किसी लोकतांत्रिक समाज के लिए आवश्यक सूचना के अबाध प्रवाह एवं पहुंच को भी सुनिश्चित करने की आवश्यकता।

13. Unfettered access to information through a global inter-connected Internet empowers individuals and governments, and it poses new challenges to the privacy of individuals and to the capability of Governments and administrators of cyberspace tasked to prevent its misuse.

वैश्विक स्तर पर अंत: संबद्ध इंटरनेट के माध्यम से असीमित सूचना तक हमारी पहुंच के परिणामस्वरूप व्यक्ति विशेष और सरकारें सशक्त बनी हैं और इसके परिणामस्वरूप साइबर स्पेस के दुरुपयोग को रोकने के लिए सरकारों और प्रशासकों की क्षमता तथा व्यक्ति विशेष की गोपनीयता से संबंधित नई चुनौतियां भी उभरकर सामने आई हैं।

वैश्विक रूप से आपस में जुड़े हुए इंटरनेट के माध्यम से सूचना तक निर्बाध पहुँच व्यक्तियों और सरकारों को ताकत प्रदान करती हैं, परंतु साथ ही व्यक्तियों की निजता के लिए और सरकारों तथा इसके दुरुपयोग को रोकने के काम में लगे प्रशासकों के लिए नई चुनौतियां भी पेश करती है।
